Truckers On The Offensive #012 - Changes to OOS Criteria

The 2024 North American Standard Out-of-Service Criteria was effective April 01, 2024. Below are noted changes from the 2023 OOSC version.

New Driver OOS items

  • Added OOS for expired TSA background for HM endorsement, even if CDL is still valid. Make sure you know when your drivers with HM endorsements, TSA background checks was completed and/or will expire. TSA background checks are good for five years.

New Vehicle OOS items

  • Missing camshaft bushings, on S-cam type brakes, has been added to the list of items that would make a brake “defective” towards the 20% criteria.

  • Added missing “latches” to items that would place a pintle hook connection OOS

  • Added mismatched ball hitches and receiver sizes as an OOS violation

  • Added a “note” that if lights are required to be on, but the driver has not turned said lights on, it is not an OOS violation. Once the driver turns on the lights for inspection, then lighting issues would be addressed. Remember, lights are required to be “on” from sunset to sunrise, when windshield wipers are required to be activated and when visibility is less than 1,000 ft. (note, you still might get a “state law” violation for not having your lights on when required, it just should not be listed as OOS, if all lights work when inspected)

  • Added that non-steer axle tires with automatic tire inflation systems (ATIS), with audible leaks in the tread area, are not OOS if the ATIS can maintain the tire pressure at 50% or greater of the pressure noted on the sidewall. If at any time during an inspection the tire pressure drop below 50% of the PSI, then it will be OOS. The hope is to allow vehicles with slow/small tire leaks to move to a safe location to have the tire fixed/replaced and avoid roadside crashes.
